Background

Beginning his career in engineering and production management, David later trained as a social worker, and spent many years in front line children's services before moving into management and regulation.

With a specialist interest in the care and support of people with dementia, He was instrumental in developing the short observational framework for inspection - now widely used in the UK.

He worked for the Department of Health implementing the National Dementia Strategy in England before returning to regulation.

Current role

Since joining the Inspectorate, David has led on developing and implementing new processes for inspection and regulation as well as running the operations division.

David passionately believes in a rights-based approach to regulation, where the focus is on people's wellbeing.
