In October 2016, providers of registered adult care homes and children’s homes completed their SASS for the first time using CSSIW Online. The SASS collected data was required to help us and providers prepare for the implementation of the Regulation and Inspection of Social Care (Wales) Act 2016.
By early January 2017, 1,155 providers of adult care homes and children’s homes completed the SASS representing a 94% response rate.
- The occupancy rate of adult care homes at the time of the survey was 92%
- Almost half of the main buildings in adult care homes were reported to be more than 50 years old
- 57% of rooms adult care homes were reported to have en suites
- 839 out of 22,563 rooms in adult care homes were reported to be available for shared use at the time of survey, of which less than 50% were being used as such.
- Of the responses that indicated a room size for single occupancy bedrooms in adult care homes, 41% were reported to be less than 12m².
What data did we collect?
The SASS required providers to confirm their registration details and language preferences. In particular, it focused on information about the National Minimum Standards in relation to premises and environment.
Section 27 regulations of the Regulation and Inspection of Social Care (Wales) Act will set out the service standards providers must meet. Any requirements in relation to premises or environment will be included in these regulations. These regulations are currently being developed by the Welsh Government who is consulting on them until 25 July 2017.

In order to inform these developments and to evaluate the impact of any decision regarding requirements around the environment, the Welsh Government require information and evidence about the current position of the social care estate in Wales. With this in mind, we included specific questions in the SASS about the environmental National Minimum Standards.
