Inspection report for adult services in Newport published

The purpose of this inspection was to review the performance of Newport City Council’s adult services.

This inspection took place between 3 and 7 February 2025.

Findings

We found leaders of Newport's adult service navigate a complex landscape marked by high demand, increasing complexity of needs, and significant budgetary pressures. They understand the diverse characteristics and unique challenges of their community, enabling them to implement strategic plans that align resources with identified needs and risks. 

Practitioners in Newport adult services demonstrate dedication and a strong commitment to providing high-quality care and support. This commitment is reflected in the positive culture within the workforce, with 95% of staff who responded to our survey recommending working for Newport. Staff highlight the supportive leadership, inclusive nature, and the emphasis on employee wellbeing as key factors contributing to their positive work experience.

Our report outlines areas of positive practice within Newport adult’s service, including robust safeguarding practices, a strong commitment to prevention and early help, and effective multi-agency collaboration. Newport adult’s service demonstrates dedication to providing high-quality care and support, with strong partnerships enhancing the delivery of integrated care and support. Safeguarding practices adhere to national standards, and the focus on prevention helps minimise the escalation of critical need.

Areas for improvement include reducing waiting times for assessments and reviews of care and support plans, addressing delays in responses to requests for information, advice, and assistance, enhancing the quality and reflectiveness of formal supervision, ensuring consistent quality assurance, and improving the recording of advocacy offers.

Next steps 

We expect the local authority to consider the areas identified for improvement and take appropriate action to address and improve these areas. We will monitor progress through our ongoing performance review activity with the local authority. Where relevant we expect the local authority to share the positive practice identified with other local authorities, to disseminate learning and help drive continuous improvement in statutory services throughout Wales.
