We are improving our framework of inspection for every local authority in Wales to check the quality and safety of their social services.
Progress to date and next steps
We have developed our new framework with a stakeholder reference group and held three ‘design workshops’ with people who are involved in social services, use services and carers, to help to shape our new framework.
How we will implement the new framework
We will use the new framework to ensure that authorities are inspected using the well-being outcomes of the Social Services and Well-being (Wales) Act 2014, and include the views and voices of people needing care and support.
We will consider how well the services provided and commissioned by local authorities are meeting the well-being outcomes of the people who use them.
We will use the new framework for all local authority inspections. We will test and review the framework with the local authorities we inspect during 2016-17 to ensure we continuously learn from experience.
How the Regulation and Inspection of Social Care (Wales) Act affects local authorities
Lessons learnt from testing during 2016/17 will be included in the development of the new requirements for local authorities that come into force in April 2018.
The detailed requirements will be set out in regulations, which will be consulted on in phase two in late spring to summer 2017.
Local authorities will be responsible for:
- Producing an annual report of social services performance using a specific template to increase the consistency of report content across Wales and
- Producing market stability reports, to ensure local authorities are aware of the safety of services.
Local authorities who provide regulated services
Local authorities who provide regulated services such as a care home will need to take account of changes in the way those services are registered and inspected.
